It's hard to explain... "Meine Liebe" is possible for both, when you're talking about a person without actually saying the gender. ("My love")
For females you say "Meine Liebe" too, or "Meine Liebste" / "Meine Geliebte". ("My love", "My darling/dearest" / "My lover")
For males you use "Mein Lieber" or "Mein Liebster"/"Mein Geliebter".
But..."Meine Liebe" and "Mein Lieber" can also be used for people you don't actually love, it's the same as your "My dear".
"Mein Liebling" is correct for both, male and female.
Uff, I think that's all. Personally I would use "Mein Geliebter" or "Mein Liebster" when I'm talking about/to the person I actually really love (Like Medic talking to Heavy, hurrhurr) and "Mein Lieber" in this case (Medic talking to Scout). ("Meine Liebe" is fine too, but sounds a little bit too...feminine)
