I can only guess but I think it's because under the kiss box it looks like a self-insert (because of the long hair) that's kissing heavy, but the rest of them are easily recognizable as Scout.

Banning the OP in this case was probably the worst(most useless) route the mod could have taken. Instead they could have taken the time to link the rules to the OP and explain that self-inserts/OCs go into the roleplaying section.
