I was just looking at this today too and thinking how it should be added to the game.

I hope somebody decides to do a version of the Fourth Doctor's scarf sometime. It'd probably be ridiculously expensive to run in game, consist of a lot of jiggle bones, and be overall ridiculous, but I'd love it.

Did Mojang go back on their statement that Minecraft wouldn't be on Steam "because of restrictions"? It would only explain it's appearance as a promotional item.

Well, seeing as how there's already the "Merc's Pride Scarf" (which honestly looks like shit in-game truth be told), I don't think that'll be happening

Besides, alot of the current Whovians don't really care for the classic doctor because "HURRRRRRR IT'S CAMPY AND BORING"

Honesly, I'd really kind of like Peter Davidson's Celery Stick in-game (which turned a different color to alert him of radiation posioning I think, maybe that could be worked in to breifly alert the wearer of spies?)

A) It makes me sad that some new!Who fans can't love classic!Who. But, if I can't have a Four scarf in TF2, I can always make one in RL. It may take me forever and a day...

B) Even if I didn't enjoy Doctor Who, I think bowties are cool. (I haven't actually caught any 11 episodes... I haven't kept up on Who in a while, though... it has nothing to do with personal feelings towards the new guy, he seems fun)

C) Why don't I have more money to spend on bowties? Oh, right, because I already GAVE IT ALL TO STEAM.

If you think it means a Poker Night sequel then probably not, as Casino Night Zone is the name of a Zone in the Sonic games.
